The objective is to sell processors not to sell fuel. My take is they are very close to closing a sale.
After that sale takes place ample funds and time will be available to upgrade #2 and make all needed repairs so the Niagara Falls plant could then be sold in its entirety.
I think efforts are and should be entirely focused on processor sales.
