I would not say that is stirring the pot. That sounds like a logical assumption. In a couple of weeks we will find out who the winner is.
I would add, however, that it also says, "Medinah Minerals, Inc. Board Member, Jose R. de Romaña Letts, disclosed that he is an affiliate of the Joint Venture entity in question and recused himself from these negotiations." which may indicate it still is the Peruvian Mining experts due to Lett's close relationship to Peru?
But it is certainly up for discussion.
