I think I know what the hold up is! There are a few reasons.
Maybe Bill should have submitted a 15 page document. Too many people having to read through the 900 page document. Maybe HC only read 10 pages a day, Monday through Friday, no weekends or holidays? Maybe a document in french should have been submitted as well?
My guess is as good as yours.
