The first para. I splaying with words. Processors with failed components are not "operational".
The second para. is BS, unless they mean testing without running through the machine (possible but not likely).
The fourth (last) para. means that they are not designing, they are guessing. I am not a process engineer, but one of the first steps in designing anything is to construct a process model. After that, temperatures and pressures throughout the entire system is known. Items like condensers are ordered or procured based on specifications derived from the process model. They DON'T fail. It has been like this all along, hence these technical issues.
