If I were Reid and could purposely coordinate my gathered milestones to time with Q3 and/or Q4 financials in order to successively bombard the market with positive PR after positive PR then I would. Not only would that be one hell of a difficult task to accomplish but that would make Reid penny stock CEO of the year. It's been hard enough judging any of the proposed wells production numbers or the schedule of them coming online; never mind timing the well's success with short interest for the sake of a PR. Then again I believe it can be done if well coordinated. Just hold back the news and keep it quiet until KABOOM! New cell phones or tablets or any popular consumer product is given a code name while in development. Samsung or Microsoft doesn't PR every phase of their development cycles. Though when the products hit the markets; they have media blitzes, marketing campaigns, trade shows and many, many PR's all during and after the products release.
