With respect to the welding 'question'.... cough...
Welds are usually only x-rayed if the weld is required to be certified. A certified weld would be used in a roller coaster or a ship for example. Where safety of the structural integrity of the weld must be verified. An industrial condenser does not a roller coaster make.
Since our CEO Rick Heddle, Owns a marine maintenance and fabrication Company. I'm pretty sure he knows everything there is to know about welding.
If he say's the welds were defective. They were defective. case closed.
