there are no railroads to Ensenada so that means the Ensenada CEMEX plant has to ship product-most likely in smaller size Handymax's due to shallower draft of CEMEX terminal-
so some of these Handymax (under 40000 tons) that dont show on EIT schedule would logically be for CEMEX products
I doubt such would go to China though-and if it did would have to pass through customs-and only customs station I know of is for EIT
most likely goes to other locations in Mexico
