Its as clear as day to me. Couple this with the most recent advance with Lakeshore council moving to clarify MJ business requirements, you have an ongoing predictable municipal process (towards approval).
A word about "small" local government: every council member, having a following, usually "postures" for their constituents. That being said most council members almost always do what is best for the community at-large. In this case the MJ businesses bringing revenue into the community.
