From my point of view, the very first step should be to determine whether or not any type of feedstock can by pyrolyzed into something of a higher value. Once that's squared away, then permitting and the other steps should be done.
If the process isn't commercially viable at JBI's facilities then it's highly unlikely it will be commercially viable at a customer facility and it's pointless to worry about permitting anyway. On a side note, just because JBI was regaling shareholders with permits for higher and higher capacities doesn't mean they actually showed the process was profitable.
