Page 67 Section 6.10 shows that the 5 employees per shift rule is for Ag Value Added By-law. If there is no value added then the by-law doesn't apply. Definition of value added:
AGRICULTURAL USE

VALUE ADDED

shall mean a use accessory to an agricultural use , used for processing and refining of crops and produce, such as fruits,
vegetables, nuts, seeds, corn, wheat, flowers, and plants, produced on properties which form part of the farm to a final retail product. The final retail product shall primarily consist of the crops and produce produced on the farm.
No processing or refining, means no value added, means no application of 5 employees per shift by-law.
