Aren't there varying levels of licensing? I recall there's a license that just allows them to grow, but not sell to patients. Their product is sold to CEN type companies to package and distribute to patients. maybe, for example, they sell to a company that gets their license in the next few weeks but doesn't have any product grown yet?
