That's a NON-EXCLUSIVE license. It doesn't give HPNN any right to exclude anyone - it only allows HPNN to avoid being sued by Microsoft.
It has zero impact on the many other NON-EXCLUSIVE licensees of the same MSFT patents.
It is the same principle as when you agree to a non-exclusive license to install Windows or Office - it keeps you from being sued by MSFT but you can't prevent the person next door from installing Windows or Office on their computers.
