I believe this permit is inevitable and close. The state has no protocol for what is being done here. It is something VERY special. Their caution and diligence can be exasperating to us shareholders. Do not confuse caution and diligence with a retissance to issue the permit. Our permit is not all they have to do in that department. Though I for one wish it was!
