He's basically saying to investigate as necessary, but to not halt the stocks which penalizes primarily the innocent shareholders because their shares and money become frozen. Basically, stop the innocent collateral damage to shareholders. He is saying the only people that should be targeted and penalized are the execs involved in the questionable activity.
