They are speaking to site 1, @ 4:25 to 4:33 "what they are proposing at the current site would require new zoning and new regulations".
That new rezoning application came in that day 4 may 2013 just before closing. This meeting took place on 13 may just 3 days after the announcement of the 25 acre site and 14 full days after the announcement of call for license.
I don't see HC granting license until the zoning in all or part is settled for the assets of cenbiotech. The excerpt from the hc page confirms.
I have no doubt lakeshore will vote to change the zoning, but I don't think the license is 'just around the corner'. Mind you I would love to be proven wrong and watch my stock explode, but being pragmatic I think were in for an extended wait.
