The DEA gets appropriated money to enforce drug laws. Yes, they'd have less appropriations if MJ were legalized.
Unlike big pharma, who can and will, jump in the MMJ business, the DEA is a governmental agency and stand no profitability from legalization. If any big pharmaceutical company were able to cure cancer, the profit windfall would be massive. MMJ and it's research are no different. Take a look at GW Pharmaceuticals.
