LOI according to PR. The way I would work it is to have the LOI and ratified contract completed and then PR both within days of each other for the best market effects. LOI first as we've seen and then contract next week? Can only hope! Otherwise if not 100% certain of contract award then for TECO to PR additional "false starts" would be a huge strategic mistake! TECO'S market can't absorb LOI's without substance. Very stupid move if this ends up "just an LOI" in the end!
