Your analysis makes sense to me.
I base my analysis on how many people I know that tell me they will buy in once the license is granted. They consider it too risky until then.
I tell them it will cost more and they say that's okay I will pay that premium. Now that may just be my friends but if there are a lot more like that out there. Then there will be a scramble for share. That's what I base my analysis on.
I agree it may be flawed but just MHO.
