Ensenada port needs to build their planned separate mineral [cargo] terminal for companies to be able to take advantage of the significant mineral resources
they planned on building such N of the City but dont even have the money apparently to build the 2nd ship berth [apart from the office berth] at the EIT terminal they said in ca 2008 would be built by 2009
