Just the fact that institutional investors are starting to slip in with some small change before licensing, indicates that there is something here to get noticed. That will get the attention of more institutional investors, that have shown interest in this sector. Due to conservative policies regarding risk, many will not invest until after licensing. I expect a major influx of money at that point.
As for the $0.85 in September, I think a lot of us serious longs are hoping for $1.00 from all the growth in evidence by the end of the year. September tends to be a good month for heavy speculation, so a little investor exuberance may be expected.
