I have opened many restaurants over the years across the country and can tell you that I have been hit with "you need this permit" at the 11th hour. Permits that we specific to that municipality but was not required in 99% of any other municipality. It's just a way to regulate (but mostly it's just income for the local govt). They will get their permit soon....Permit =Money
