The RS worked as he intended it to work, as it worked twice before.
He is not a stupid person, he knows exactly what he is doing.
I think the difference this time is that we called him out and he has no explanation we will buy into. He thinks he will wait us out till we go away and have a whole new crop of people. Not sure he thinks we will stay on him this go around.
