I know a man who started a oil company and the first thing he did was put together a strong team a full team from operators on up. He then went to the venture capitalist and said look at this group were ready he got his funding and started buying leases. Now the timing was right and some majors were wanting to get out of some low producing fields ,but that's how it's done .
