No that is not the case sweeps. I spoke to Martha twice now in the past two week about certs. I think the hold up was the paper the certs are on as I was told from Martha. However, Martha has told me they will be out this week. Martha was there yesterday until 6pm answer the phone when they close at 5. Bless that women for her hard work.
