Ben: I believe I read it correctly, and as of now there is no exclusiveness at all , it seems someone who is ready to start service on this route could be issued the Ok to fly before Baltia ever gets certified.

As you stated the exclusiveness starts with first flight. I can accept that but that means that there is no security to keep others from getting the go ahead tomorrow. Please correct me if I am wrong here, . Thanks
