dano, here is the way I understand things: Lake Bayano was once Kuna land where they had their villages and grew their crops and raised their children and had their churches, etc. Then the Panamanian government decides to flood it all so now their whole world is under water. I don't know if Panama has a deed to the land or paid a fair market value to the Kunas, but it is still sacred to the Kunas, who I am told are a very independent people who don't like to feel like they are being taken advantage of. So that being said, a foreign company coming into their "land" would necessarily have to deal with the Kunas plus the Panamanian government. One reason HIMR has gone out of their way to do things the right way with the Kunas. It would be almost impossible to carry on business on Lake Bayano if all the Kuna tribes were strongly opposed to you being there, even if you were there legally. I know HIMR has bent over backwards to insure we have that relationship, which I believe may even be better than CET's. I understand Pedro Barquet has a great relationship with the Kunas and Sheldon and the team have also.
