In my opinion the market makers are controlling the price under .10.
why:
1. They have a client/s that want to buy and are waiting for the licence.
2. They are making some profit out of these buy and sells hypes
3. unknown reason
So after the license it will probably hold above .10 and the uplisting will be an option.
