As I understand it, the 16 million is for a *complete* package of services which includes a functional SimplePrepay payment system. The reason they cannot collect on that revenue is because they haven't held up their end of the bargain.
In the software world, that's called selling Vaporware. SP doesn't exist yet and they can't get it to work.
The part about the complete package of services came from JB.
The PharmaJanes sales are a completely different revenue stream.
