Since you have had a bid in for 200 shares @ 9.25 for many days I would call your brokerage firm and ask why your order was bypassed. I would tell them I wanted to be filled at that price and would point out that were I not filled I would be contacting both the SEC and FINRA seeking an explanation as to how this could have happened. You might just get filled. Go TEVE!!!
