We can grow in both (agricultural). Processing could be considered industrial (the "issue" ).
Basically, we can grow all of the tomatoes we want. But if we turn them into ketchup, the city could dispute the agricultural rate for industrial instead.
It's a non-issue issue that has been twisted by bashers, and pumpers throw fuel on the fire by getting instantly irate and denying any truth. Unfortunately, this keeps it relevant.
