You're probably right, or it could be that the mayor gave some dude an answer that seemed newsworthy, is consistent with prior city official statements, and is based in reality.
The whole situation is NOT a big deal, but it's been consistent from both Bill and the city. You CAN grow as many tomatoes as you want. But if you turn those tomatoes into ketchup, that isn't the same thing. The only agenda is the city trying to make money and the company trying to save it. Business as usual and no one should doubt that.
