ugh! that may be the saddest thing of all; that all of this could have been avoided with better clerical oversight. you're right none of us knows what the whole story is but the fact that those sales in April were not a wholesale dumping and this investigation was ongoing for some time before makes me believe that's not the reason. your analysis is the clearest picture I can see.
