Sure. And I'll admit that 97% was from the absolute top. But I don't think it's unreasonable to say that many shareholders have lost maybe 80%-90% of their investment.
As far as dollar cost averaging or averaging down, sure that does reduce the overall *percentage* lost...but you can also see that *increases* the total absolute dollars lost as the stock keeps sinking. A person can spend real dollars at a store, but stores don't often take percentage signs in trade for merchandise.

Yes, I understand your penny stock also is the real deal, created with the inventiveness of Edison and destined to be the next Microsoft. Yes, I understand that the delays are also only because your company is making their product and/or technology even more revolutionary.
