only operational problem is shipping-either port or customer arrangement- should have customer by now-whether Bao or somebody new-once get permit still takes a while to line up ship
2012 extra audits finished mar 6 and then Bao opted to wait until they shipped product to LA so they could save on shipping w iron on return trip-steel margins are not high -unlike iron-so steelmakers save on shipping where possible-
so Qin hai did not arrive until ca jun 9 2012
need to get a pattern going, which is tough sometimes, w all the govt games designed to catch illegal mines and changing permit requirements every year
