As I read the rules on the OTC site, unless they have applied to uplist to the OTCQB under the old rules and are successful before 1 May 2014, they will have to apply under the new rules which include needing the bid price above $0.01 for at least 30 consecutive days.
Current companies on the QB only need to have had that bid price for one of the previous 30 days.
So unless they are uprating in the next 10 days it will be at least 40 days before they can, and only then with a pretty significant price increase over Thursday's close.
