Dividends are based on business performance, not a requirement but a board decision to return a portion if company earnings to a stockholder on a per share basis. For example for every share one owns a company pays a .01 cent dividend. The price of the share has nothing to do with determining if one is issued or how much a dividend may be. you are correct though in that companies who pay dividends usually are sought out and that fact may drive an increase in pps.
