It's strange that they indicate a specific price to the shares for uplisting. It should really be a question of market cap; a company with 1.25 million shares trading at $4 ($500 million mkt cap), is not as significant as a company with 3,500 million shares trading at $0.15 ($525 million mkt cap). I'm sure mkt cap is taken in to account.
