I suspect he will launch a PR campaign with city on board and not leak it out. A slow release instead of a dominating campaign opens itself up to small focused attacks. If PR is released on a large scale and large amount at one time then it's hard to pick it apart without the bashers attacks getting lost or easily recognized as just that, the competition trying to attack FITX.
