The SEC needs to make a rule or law where the minimum Par value of a stock is .0001 since that is the lowest a stock could theoretically trade at. Otherwise a company could reverse split, keep the same or a large number of Authorized shares available without putting any more money into Paid In Capital account. The unpaid for shares would then be traded or added into the outstanding shares further diluting shareholders stocks. If this company had 4 billion A/S before the split the most there should be is 40 million after. Any additional shares would then need to have cash infused into the company at .0001 per share before new shares are issued.
