Before the cutoff is before the cutoff...no matter how you slice it. Now, being delinquent is a whole other story, but this isn't a job interview where if you show up on time you are actually late. As long as it's in before the deadline, it shouldn't have any impact...I know the SEC could care less whether it's today or 5 days ago.
