All we can do is speculate, but I don't see any way it would take a month.
HC needs us to become operational ASAP... I don't see any reason that it can NOT be done right there on-the-spot, and here's why.
Bill pointed out that in order to get the license, all they need is the fence, cameras, security, vault and although not mentioned, I'm pretty sure they need the background checks completed.
I am fairly certain the security team has already completed background checks on everybody the will have working there initially, so that is most likely complete, and they've all been cleared by the RCMP.
The fence, cameras, vault and security system are either complete and operating properly or not... Once they've been checked off as good to go, I would see no reason to take it under review and not to issue license immediately.
