PHOT will be back, on the 25th, on the Gray Markets, when the suspension is lifted. Just like CANN was back today, on the Grays. It's automatic, no other possibility than the Grays.
On the Grays, there is no bid or ask, no level 2...you are bidding blind.
When trading resumes, you can only trade by contacting your broker to trade for you. They will have to call around and try to match a buyer/seller for you.
Most stocks drop 50% or more immediately. CANN dropped about 50% today. That will continue to fall, of history is any judge.
