EY, I believe that the fiscal year for RFMK ends on December 31st. At least that's what it states several times in the Form 10.

So, if I'm understanding it correctly, they have until April 31st, 2015, to start complying with the new rule. That's nearly an eternity in OTC land... So maybe, just maybe, within the next year and 21 days, RFMK will manage to get its stock price up over a penny.
