Water and sewer pipes for building #2 (under construction)
I would safely assume the piping is complete for the retro-fitted building #1
Remember, these are plants were talking about. Underground piping throughout the entire facility isn't necessary. Underground piping in bathrooms only. All other pipes can be above ground. I would safely assume piping will be very quick.
