everyone is entitled to an explanation imo too. the only way i forgive PVEC at this point is if it is being withheld to benefit the s/h (ie co. buyback).
right now, imo, the old divvy is dead, long live the new divvy !!!!!
another concern is the 3 day material rule.... with the FINRA posting friday night PVEC has 3 days imo (maybe the rules are different for this level stock) to release this material rule. otherwise FINRA might take action vs. PVEC. it's a gray area for me....
