Actually in a more active stock there is a strategy like that.... Keep a base bid at say .028.... and an ask at say.0299.... Every time your ask fills, you add to the bid order. As the bid fills, you add the ask... dangerous in a news watch stock like this, but possible... Saw it happen during a quiet time on BBDA in January... for about a month. Bid ask volume so big , few people could take it out so the guy ended up controlling the range... when news hit he moved the ask up and made a killing.

I think it happened here also in January late.
