Maybe it should be illegal, but unfortunately the practice of diluting, then R/S, then diluting again and even repeating the cycle is more or less standard fare among too many OTC pinks. The reason given by OTCM for the new 1-cent bid requirement is try to reduce the occurrence of this practice in the OTCQB tier, which OTCM touts as a cut above the Pink SEC non-filers.
