HC is worried about supply of medicine come 4/1 not changing any rulings on the law changes that take place tomorrow. Just allowing some personal growers to keep growing for a little bit longer. Seems to be the right short term decision but there's no way the laws won't end up being 100% soon as supply is sufficient for the demand.
