I wish there was some state by state breakdown of Licenses required by Marani...  I looked on the Massachusetts site.  Here is a link to the different license types.  I think they are looking to get a Certificate of Compliance

M.G.L. c. 138, §18B
A permit authorizing an out of state licensee to export or sell alcoholic beverages to Massachusetts licensed wholesalers. A certificate of compliance holder shall not sell directly to retailers.
