Exactly. The Feds have demonstrated a hands off approach to states where it's legal...until you transport/sell it across state lines.
So in pure theory, if you have 50 states where it's legal, but not federally, you have 50 states with their own growers selling to their own dispensaries/customers. If you give them time to grow and become efficient, it hurts any outsiders (companies not willing to take the risk) looking to startup when the Feds decide to wise up.
